It’s certainly a balancing act. Loyalty and competence rarely go hand in hand-Particularly in an evil organization. Calicos is very formidable, but his loyalty may not be so good. Bao has zero thoughts about treachery or her own ambitions but she’s not exactly the most reliable agent 😀
